Kerala CM Oommen wins UN Public Service Award for his Mass Contact programme

  • Oommen Chandy, Kerala Cheif Minister, who engaged himself with the people of his state directly through Mass Contact Programme has fetched him the United Nation's Public Service Award.

    The Mass Contact Programme (Janasambarka paripadi), which were started to address the grievances of the people had resolved around 3,11,075 complaints of the common people. The CM meet the people directly through this programme and distributed financial assistance of Rs 22.68 crore as part of the programme.

    From the year 2003, UN has been conferring the award as part of its programme for Public Service Day, which is observed on 23rd June, every year from five zones around the world. Chandy bagged the first prize from the Asia Pacific region.

    The awards, instituted through a UN resolution, are announced after a three-tier scrutiny and detailed examination. A seven-member sub-committee of UN's Committee of Experts in Public Administration examined the shortlisted candidates. 

    Chandy will receive the award at UN Public Service Day ceremonies to be held from 24th to 27th June in Bahrain where UN Secretary-General Ban Ki-Moon will distribute the awards on 27th June. 

    Parameters such as transparency, mechanisms to increase public's ability to seek and receive information in a timely manner and monitoring and analysing government decision-making and processes were taken as the evaluation criteria for the awards. Promotion of accountability and documentation, which can serve as evidence of a government's conformity to legal, procedural and fiscal requirements, were also among the parameters.
