The Ministry of Panchayati Raj has asked the States for speedy monitoring of the implementation of schemes under Backward Region Grant Fund (BRGF) through there High Powered Committee’s (HPCs). In a communiqué sent to the Chief Secretaries of all the States it has been pointed out that since BRGF intends to Catalyze convergence of the plethora of Central / State Schemes and pooling of resources for better outcomes and bridges critical gaps in the local infrastructure and development requirements, not being adequately met through the existing inflows; and builds capacity of Panchayats & Municipalities in participatory planning, the decision making, implementation and monitoring should reflect the local felt needs and counter possible efficiency and equity losses. In addition, the need for a close monitoring through the state High Powered Committee’s (HPCs) has also been advised.
It has also been stressed that since every State gets its entire annual entitlements under both the components of BRGF at the earliest there is enough time is available for completing the works.
During the current financial year (2010-11), the 1st installment of Development Grant of Rs. 3257.45 crore out of the Entitlement of Rs. 4420.00 crore has been released to 238 of the 250 districts, exceptions being 7 districts in Assam, 3 in Uttarakhand and one each in Kerala & Orissa. Similarly, The first installment of Capacity Building Grant of Rs 55.94 crore has been released to AP, Assam, Chhattisgarh, Haryana, HP, Karnataka, MP, Maharashtra, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and West Bengal out of the entitlement of Rs.250.00 crore.
